In December 2013, the Columbia Valley Directors of the Regional District of East Kootenay (RDEK CV) completed a Columbia Valley Priorities Plan. Economic development was identified as a priority, among others.
RDEK CV created the Columbia Valley Economic Development Service area, which provided the ability to raise funds for economic development by way of taxation.
The RDEK CV then advocated that the creation of a economic development officer (EDO) office be on the workplan for the RDEK. The RDEK CV then applied for funds and were successful for the Rural Dividend funding program for 2 years of support.
The RDEK CV then worked with Gerri Brightwell, an Invermere-based consultant, on the governance model for the economic development function. The RDEK CV chose to go with the Columbia Valley Community Economic Development Advisory Commission (CVCEDAC) model, and have it operate under the RDEK. We then created a terms of reference.
The CVCEDAC was established by the Regional District of East Kootenay in 2017 to provide advice to the Board and Columbia Valley Directors on matters related to economic development in the Columbia Valley Subregion.
The Commission shall consist of not more than fifteen (15) members, as follows:
(a) five (5) Commission members shall be the Columbia Valley Directors;
(b) one (1) member representing each of the following:
- Shuswap Band;
- Akisqnuk First Nation;
- Columbia Valley Chamber of Commerce;
- Radium Hot Springs Chamber of Commerce; and
- Fairmont Business Association; and
(c) up to five (5) community members representing a range of economic sectors and geographic locations in the Columbia Valley Subregion.
Term of Office
The term of office for members appointed to the Commission is two (2) years and terms are staggered. A person who is appointed as a member of the Commission may be reappointed for a further term or terms.
Role of Commission
The Commission shall:
(i) provide support and advice on the direction of community economic development efforts within the Columbia Valley Subregion;
(ii) provide advice on the strategic direction for community economic development priorities related to achieving the objectives of the Columbia Valley Economic Development Service;
(iii) provide advice on funding requests and opportunities that support capacity for community economic development initiatives of the Columbia Valley Economic Development Service Area;
(iv) review and provide advice on the regional community economic development strategy and annual work plan and budget focused on the objectives of the Columbia Valley Economic Development Service;
(v) review the annual report on performance measures;
(vi) assist with the identification of community economic development initiatives that would benefit from regional collaboration;
(vii) assist with raising awareness of and appreciation for community economic development activities in the Columbia Valley Subregion;
(viii) assist with engagement of the Columbia Valley Subregion communities and communication of economic development priorities; and
(ix) provide advice on the appointment of persons to the Commission.
